Build NCC | Highway Improvements
Build NCC highway improvements includes extending the Carpool/High Occupancy Vehicle (HOV) lanes on Interstate 5 (I-5) from Lomas Santa Fe Drive in Solana Beach to State Route 78 (SR 78). Additionally, the highway bridge over the San Elijo Lagoon is being replaced with a wider and longer bridge to accommodate the Carpool/HOV lanes and improve lagoon tidal flow. Eleven sound walls will be constructed on private property in Encinitas and Carlsbad during the first phase of highway improvements.
Some I-5 ramp and nighttime lane closures are anticipated. For the latest information on closures, view the closure list.
