Traffic and Safety Impact Assessment

SANDAG published a Traffic and Safety Impact Assessment for the project on July 12, 2017. Preparation of this assessment is required before the SANDAG Board of Directors can make a determination that the proposed project is exempt from CEQA under Public Resources Code Section 21080.20.5.

Appendices – Traffic and Safety Impact Assessment

SANDAG hosted an open house and public hearing for the Howard – Orange Bikeway on July 27, 2017, where attendees were invited to learn more about the project and provide written and verbal comments.

In order to keep the project moving forward, SANDAG advanced the Howard Avenue portion of the project in early 2018. As part of the project’s environmental review process, written responses to the written and verbal comments received at the July 27, 2017 open house and public hearing were provided to the SANDAG Transportation Committee, which approved the California Environmental Quality Act (CEQA) exemption for the Howard Avenue portion of the project at its February 16, 2018 meeting.

At this time, SANDAG is conducting further study of the Orange Avenue portion of the project to determine the feasibility of additional traffic calming measures, including median islands at select intersections. Median islands would calm traffic along Orange Avenue by reducing cut-through traffic while maintaining local access. The potential use of these traffic calming measures will ultimately be subject to review and approval by the City of San Diego.

Environmental review of the Orange Avenue portion of the project is currently on hold, pending the results of further study. If the additional traffic calming measures are added to the project design, then a revised Traffic and Safety Impact Assessment may be required for the Orange Avenue portion of the project. If so, it will be made available for public comment at an additional open house and public hearing.

Notices about this project will continue to be posted here as soon as they become available. Contact the project manager to sign up to receive project updates by email.
