Project 1: Melrose to South Mission Road
Environmental studies have been underway for this project since mid-2002. Two alignments are under consideration: 1) Widen and re-align the existing roadway and 2) Widen and re-align the highway to the opposite side of the river. Environmental technical studies have been completed and the Draft Environmental Document is available to the public (see above). The selection of a preferred alternative and the identification of the “Least Environmentally Damaging Practicable Alternative” (LEDPA) will occur after public and agency correspondence are received by Caltrans.
The project team is considering dividing the project into three separate units to expedite construction. Unit 1 would construct the portion from S. Melrose Drive to E. Vista Way. Unit 2 would construct the segment from E. Vista Way to Olive Hill Road, and Unit 3 would construct the new highway from Olive Hill Road to S. Mission Road. Caltrans' goal is to begin construction on Unit 1 in late 2008 with all units constructed by 2011.
Project 2: South Mission Road to I-15
Preliminary studies for this project were begun in February 2006. Initial scoping of alternatives and baseline environmental studies are underway. The current schedule anticipates completion of environmental studies and agency approval in 2010 and all construction completed by 2013.
Project 3: Environmental enhancements along the SR 76 corridor
Environmental enhancement work will be performed along the corridor throughout the life of the EAP projects identified by SANDAG. In some instances they will be included within the scope of the highway projects, while in other cases they will be “stand alone” projects. Caltrans is currently investigating properties along the corridor that meet the needs of the project stakeholders and also integrate with the highway projects. Caltrans has already environmentally cleared three parcels of property that are under consideration for inclusion within this program. This “project” and its scope will continue to evolve as input is received from approving agencies and local groups who share a common interest in protecting and enhancing the San Luis Rey River Valley.
Other projects in the SR 76 corridor:
Caltrans will continue to monitor traffic safety and operations within the entire SR-76 corridor. If operational deficiencies are noted, or safety issues present themselves, Caltrans will review and address the needs as they arise. If these issues occur within the limits of the major projects listed above, the required improvements will be incorporated into the major project design.
