The SANDAG Board of Directors approved the California Environmental Quality Act (CEQA) exemption for Segments 1-4 of the Uptown Bikeways project on July 22, 2016. The project has been segmented and is being phased for final design and construction:

  • Segment 1: Fourth and Fifth Avenue Bikeways
  • Segment 2: Eastern Hillcrest Bikeways
  • Segment 3: Washington Street and Bachman Place Bikeways
  • Segment 4: Mission Hills and Old Town Bikeways

Segment 5: Park Boulevard is undergoing preliminary design; environmental review will occur at a later date once the preliminary design is finalized.

While work will continue on the entire project, the first segment that will go into construction will be Segment 1: Fourth and Fifth Avenue Bikeways, which is anticipated to begin construction in 2018. SANDAG will continue to work with community stakeholders during the final design and construction of all segments. Segments 2-5 will enter final design and construction after Segment 1.

Project Funding

The Uptown Bikeways project is part of the $200 million Regional Bike Plan Early Action Program approved by the SANDAG Board of Directors in September 2013. TransNet, the regional half-cent sales tax for transportation administered by SANDAG, is funding the cost of project planning, design, and construction. The construction budget for Segment 1: Fourth and Fifth Avenue Bikeways is $13.2 million.
