Introduction
This project will build on the success of the existing reversible HOV Lanes on I-15 and expand SANDAG’s FasTrak road pricing program by creating a 20-mile Managed Lanes facility in the median of I-15 between SR 163 and SR 78. Once completed, the I-15 Managed Lanes will feature:

  • a four-lane HOV facility with movable barrier (similar to the San Diego-Coronado Bridge).
  • multiple access points to and from regular highway lanes
  • direct access ramps for buses, carpools and I-15 FasTrak customers.
  • a high-frequency express bus system, Bus Rapid Transit (BRT).

Currently, the I-15 FasTrak Program allows solo drivers to pay a per-trip fee to use the existing high occupancy vehicle (HOV) lanes. These center-median lanes run along eight miles of I-15 between Kearny Mesa and Rancho Penasquitos in the City of San Diego. Carpoolers, vanpoolers, motorcycles, permitted hybrid vehicles, and transit riders use these HOV lanes for free.
