FasTrak
In the San Diego region, the I-15 freeway connects several north inland communities with major employment centers to the south. Prior to 1996, there was excess capacity on the I-15 HOV lanes, rush-hour congestion on the regular freeway lanes, and limited transit service in the corridor.
 
The I-15 FasTrak program has maximized the use of previously underutilized capacity on the HOV lanes. As of March 2009, more than 13,700 weekday carpoolers use the HOV Lanes. Combined average weekday traffic in the lanes, including FasTrak customers, is approximately 17,100 vehicles. The FasTrak program is currently fully funded thanks to toll revenues collected: approximately $1.5 million per year. More than $7 million in I-15 toll revenues has been used to fund express transit service in the corridor since 1997. California Senate Bill 313, signed into law in September 2001, allows SANDAG to continue value pricing on I-15 indefinitely, subject to federal approval. California Assembly Bill 2032, signed into law in 2004, authorizes SANDAG to implement similar programs on two additional corridors in the region.
 
Public feedback has shown that I-15 FasTrak customers, transit riders and other corridor commuters overwhelmingly support the FasTrak project and its expansion on the I-15 Express Lanes. I-15 FasTrak is a successful program that saves travelers time when they need it most, offers increased travel options, improves safety, and helps ensure reliability of on-time transit arrival.
